Okay, first - we really need this posted twice on the board? Second, I think you mean NEMESIS. Third, Billy was not Nemesis. Nor was he ever going to be. The game (Nemesis) came out before Zero was even being thought up. Nemesis is just a monster in the games (he's never even said to have once been a human). Capcom let Anderson turn Matt into Nemesis, it was their choice so I'd say it's the closest thing to finding out who the man behind the monster was.
