It means that Bush is setting up a token committee with no power to try to persuade people to be better citizens by volunteering, etc. It's just a feel good, oh-aren't-I-being-so-good -to-them-poor-people, Public Relations stunt to distract from the fact that he is sending this country to war while sending the economy into the toilet.
Like I said, just a bit cynical.
