What he's saying is that in the cover of the comic Galactus is simply an energy being with the features of a head and hands, and in the movie we see something resembling a face and hands.

It's juat an artist's stylized rendering for the cover. In the comic, Galactus is seen as a gigantic humanoid. No clouds at all.
