They havent at all said anything about which game the movie will be based off of, or if it will be based off any of them at all. It could be an interly new story in a new city for all we know.
So I dunno where you get this positive idea that its going to be based off of Vice City.
if its going to be about vice city then the only person that should play tommy is the man who voiced him because he would make a great tommy and thats ray liotta
