You are right. Ted Elliot explained the compass on keeptothecode.com which is the official site for Porates of the caribbean..he didnt say where it pointed at the end because it would be to obvious who's going to get Liz..but for Jack at the start it was shifting from Port Royal and the antipode(furthest away) from port Royal meaning he wants her but doesnt at the same time."aye Jack sparrow does not know what he want..or DO KNOW..but are loath(worried) to claim it as your own" - Tia why would he be worried? Because he's worried about making her an obligation in his life

At the end he looks at it and? duuuhh lol it pointed to her ..he decided to make her an obligation..and THIS explains what Liz did to him..she wasnt ready for it.
