They would not be able to start filming until Arnold is out of office. Now Arnold didn't just decide to be Govenor. He had a plan to go from there. so The only way this movie happens is a: Arnold loses next election and does not intend to run for any other office. b: Somebody else plays Arnold's part. Obviously "a" is the preferred option.
