The last two movies of the Harry Potter franchise were PG-13, but this installment is going the other way, now being rated PG for
"Scary images, Violence, Language and mild sensuality."
Here's one of the many stories about this development:
PG rating for Prince
I think that's interesting. You have a lot of very potentially dark and violent scenes in this one, including of course the whole encounter on the tower, and Katie Bell being given the necklace. How they will handle the darker sequences...is uncertain.
I don't really care either way, and my kid isn't going to see it until she's older anyhow. Perhaps it is a backlash against the previous two films that people have taken young children to. Phoenix was pretty scary, and when I saw it, there were some very young kids there... some at least were visibly upset. Depends on the child, of course. Some kids at 8 can take this kind of stuff, but mine at 10 would just cover her face.
Of course, the teens and those that like chilling sequences would want it to be more adult in nature, so this may be a compromise.
