I would have his story begin in a flashback of the 1st film. When Osborn's assistant explained to the General their 1st tests of the performance enhancers result in madness and death. I would have Scorpion as one of those experiments gone wrong. Then Oscorp's board members would vote to cover up their failed trials with Mac Gargan and hold him captive for further study. I'd have Curt Connors and Otto Octavius as the lead developers of the enhancers, but upon finding out what they planned for it's application. Connors withdraws his involvement and quits Oscorp. However Doc Ock does not in hopes of Oscorp funding of his own work. Upon escaping Oscorp's control after years of isolation Gargan returns with a vengeance as Scorpion.
I see him as being on the hunt for Dr. Connors. He wants to be cured from Oscorp's genetic tampering. In which his genetics had been altered by scorpion DNA within the enhancers. He'll have a cure or kill those responsible. Meanwhile, Spiderman comes to Dr Connors for aid with physical problems he has been experiencing. Dr Connor's discovers that his body is still morphing. In fears Spiderman's condition will one day be irreversible and he will become more spider than human. Connors begins to search for a cure.
As Connors begins to try and reverse Spiderman's plight. Scorpion appears and begins to trash the lab. Dr Connor's tells Scorpion to give him time and he'll develop a cure. However after studying Spiderman. He has no doubt it is to late for Mac and that he is more scorpion than human. Even if he tried to reverse his morphing process. Mac would become even more insect like. Because the scorpion genetics were the dominant force in his genetics now. An impatient Gargan begins to lose his temper and his will begins to give way to the insect killer instincts within him. Spidey weakened from the genetic reconstruction process is unable to save Curt. He tries his best, but accidentally throws Scorpion into Dr Connors' Gene Reversal Chamber. Then to his surprise Dr Connors begins to morph into a creature who has been terrorizing the city. A monster Spiderman has been looking for named, the Lizard. Curt in doubt he will be able to control the lizard much longer. He tells Spiderman to get out and he'll handle Scorpion. Then whips him with his tail and Spiderman is thrown through a lab window into the Hudson River. Once scorpion kills Lizard. Connors' machine takes affect making Scorpion even more scorpion like, 100 times stronger, more vicious and more deadly. He becomes more feeble minded by the second and blames Spiderman's interference for his current state. Spiderman now cured realizes he is more human than ever and not as strong as he once was. However Scorpion must be stopped.
Peter's dilemma continues as his wedding to Mary Jane is the very next day. In fear this is his last chance to preserve his rocky relationship. He apprehensively proceeds with it with a weary ear and eye for Scorpion. Scorpion having no need to look for Parker dressed up as Spiderman. He tracks down Peter with his heightened insect senses and destroys the wedding kidnapping MJ.
Spiderman emerges and a battle ensues. The fight wages through the city ending up at a power station. Their war bashes several power transformers causing an eminent loss and gain in electricity. Which in the moments of darkness pits spider sense against scorpion sense. Mary Jane watches in horror as Spiderman is beaten into a bloody pulp. He screams telling MJ to run. Scorpion turns his attention to MJ. As he wants to kill her and force Spidey to watch. He lunges his arms into a now active power transformers. He charges his stinger until it is has reached near cataclysmic proportions. He turns to MJ. Spiderman makes a plea to his faultering powers to please allow his web shooters to work at least one more time. He jumps on Scorpion and sprays web fluid into his eyes. Scorpion throws Spiderman off of his back. Gargan having no need to use his eyes to see. He turns to Spidey and MJ and points his stinger in their direction. Sure Death awaits them both. But Scorpion having been blinded is unaware his stinger is covered in webbing as well. Seconds before the blast Spiderman snatches up MJ and swing to safety. As both the power station and scorpion explode.
The wedding continues bringing a brief moment of joy into Peter's life. As he mourns the death of his friend Dr. Curt Connors for which he blames himself. Meanwhile, we find Scorpion still alive and isolated once more in a secret test facility. As he is being brainwashed to kill Spiderman. We find a familiar face observing his progress, Dr. Octopus. He was recovered shortly after drowning by New York's notorious gangster Kingpin. Now that his intellect is at the mercy of the A.I. The A.I. has been reconstructed to due Kingpin's bidding and keep Doc Ock under Wilson Fisk's control. Wilson Fisk awaits patiently for Scorpion to one day take out Spiderman. He has a secret vendetta against the web slinger and plans to take over New York.
I would have the film begin with Scorpion's narration saying, "My story is not for the faint of heart. Are you sure you want to know?"
I would have the movie end by Scorpion's narration saying, "This is fate. This my curse. Who am I? I'm Scorpion."
